PLANET: Swangor
GENERAL: Androids 17 and 18, Virus Carriers

The planet Swangor has two generals - two androids who are known simply as #17 and #18.  Black Shadow needed unique generals for this particular planet because it is plagued by a radical and 100% fatal virus.  Because of Swangor's virus problem, Androids 17 and 18 were characterized as the Virus Carriers.  Later after the battle on Swangor, Android 17 shows up for the F-Zero X competition.  He drives the Mighty Typhoon.

P.S.  Hallie appears to have some sort of crush on Android 17.  Who could blame her?  Look at that handsome face!
