Fulgore is a deadly cyborg also brought to life for KI1 along with Spinal.  However, he was destroyed by a ninja named Jago.  Like Spinal, Fulgore was brought back when Ultratech was sent 2,000 years back in time.  Unlike Spinal, Fulgore remembered the events of KI1, and was programmed to destroy Jago.  However, when Jago and the other KI Warriors became mysteriously ill, Fulgore couldn't bring himself to kill them.  Fulgore and Spinal helped the warriors get well, and they all became friends.  The others eventually died of old age, and Fulgore and Spinal continued on their own for a while.  However, Fulgore eventually wore away as well, leaving Spinal to wander alone.  When time finally progressed back to the late 1990's, Fulgore was rebuilt by Ultratech once again, this time, programmed to protect the Earth from evil monsters.  Fulgore's first mission was to track down Spinal.  That's when he learned of the Spice Club, and Fulgore became a member.

In the F-Zero X Grand Prix, Fulgore drives the Great Star, an incredibly weak vehicle.

"Give it up, Spinal!  You won't escape me!"

"What!?  You expect me to allow my partner to be torn apart by a pickle with claws and fangs?  Sold!"

"I told you we shouldn't come down here without a plan, but who listens to me?"
