Pitney is Pico's disfigured infant son.  Apparently, when Azrael pumped the numbing drug into Pico's bloodstream prior to the birth, it got into Pitney's system, altering his physiology.  So, now Pitney bears a very strong resemblance to the cute and cuddly Pokémon Squirtle.  The only differences are that Pitney is bluer than Squirtle, and he has no tail.  Pitney's shell is red with black horizontal lines, while Squirtle's is more orange, and has the traditional "turtle shell" patterns.

Despite living in such a dangerous universe, Pitney displays unbelievable happiness.  He is very playful, and loves to mimic everyone.  He also tries to eat everything he can get his hands on and yank people's hair from their heads.  His mimicking habit might be helpful whenever Pico trains him for battle.  Most people believe that Pico is training him a bit too early.  However, despite his tender age, Pitney is already showing a warrior's instinct.  In fact, the Spices have already retrieved a weapon for him, the Golden Power Staff.  Although Pitney is still just a baby, he's already having vivid fantasies of being a brave warrior....just like his father.
