Celebi is a green fairy figure created by Canis Lupus.  After battling Kruno, Canis is exhausted and is forced to go into hibernation once again.  Therefore, he sends Celebi to take his place while he is away.  As a direct creation from Canis, Celebi shares all of his knowledge, and most of his powers.  She also assists more directly than Canis, actually helping during battle.  The only problem she can't seem to get out of is that Pitney is constantly trying to eat her, thinking that she's a fly.
