Cell only showed up to compete in the F-Zero X Grand Prix.  He doesn't care about winning at all.  All he wants to do is destroy the other racers.  He's in it only to see destruction on the race track.  Cell gives the other racers an added challenge, the challenge of avoiding his pursuit.  Cell drives the Big Fang, which belonged to Bio Rex.  Cell drives in his place after Bio Rex's gruesome death.
