Julie lives on Earth with all the other Fulgores.  She was actually a human female who was revived from death by Azrael.  In her human life, she was a top agent in a secret organization.  After becoming a Fulgore, her strategic ability helped Azrael in the war against humanity.  Now she lives on Earth, and she's perhaps Azrael's closest colleague.  She appears to bear an intense hatred towards Jenny....could it be jealousy?  Sorry, no pic available.  Julie was also invited to participate in the F-Zero races.  She drives the Golden Fox, chosen for her by Arbin Gordon.
